Paschal Okoye is the Founder of Stratagem. He leads the firm’s strategic direction, with a focus on identifying, assessing and shaping commercial opportunities across the Africa–GCC corridor. His perspective draws on experience in project development, construction and cross-border business development. His work centres on bringing structure to complex opportunities through commercial analysis, stakeholder coordination, execution planning and practical decision frameworks.

Ilvana Klacar

Ilvana Klacar is the Managing Director of Stratagem, responsible for the firm’s day-to-day management, client-service standards and coordination of advisory engagements. She supports disciplined delivery across research, planning, stakeholder communication and project execution, helping ensure that assignments remain structured, responsive and aligned with client objectives. Her role includes overseeing internal coordination and maintaining the professional standards required for clear, practical and decision-oriented advisory work.
